Lovely Bones Tutorial by Zuzz

I am using a tube from Katerina Koukiotis do not use the same tube without a license
you can buy the tube at DAH

Filters: PhotoAgingKit
AlienSkin Xenofex2 - electrify

Open a new layer 600x300 select all
copyNpaste the picture as new layer
place it inside to your liking
selection invert - hit delete - select non
layer merge down

Effect PhotoAgingKit - select frame 02
layer duplicate
selection all - selection contract 10 - hit delete - select non

copyNpaste your tube - resize if needed - place it to the right
layer duplicate - image mirror
move this layer a bit more to the left and lower the opacity to about 30

on the main tube - brush with sharpened brush on her eye and the two nails
 

add © and your name on new layers
I used Rat Infested Mailbox

Copy merged - open AS paste as new layer

back in psp
select the tube layer
freehand selection  - point to point - Mode Add
now make a small selection on the tip of both her fingernails

Effect Xenofex - electrify this setting - glow white

 

copy merged - paste after current frame in AS
back in psp - undo twice
add effect again
Repeat for a total of 6 frames in AS
hitting the random button each time

Select the first frame (without the effect) set the frame properties to 150
select frame 2 to 6 set these frame properties to 10
